Belgium defender Alderweireld is expected to leave Tottenham when the transfer window opens after failing to agree a new contract with the White Hart Lane club.
The 29-year-old only has one year remaining on his currently deal.
Spurs therefore want to cash in on him this summer and, according to The Sun, Chelsea are said to be planning a £45million bid.
Alderweireld has barely featured for Spurs this season due to a hamstring injury and the ongoing dispute over his contract which has seen him make just 18 appearances in all competitions.
However, he is still regarded as one of the best centre-backs in the Premier League and viewed as a bargain at his price, with Chelsea keen to make him the cornerstone of their new-look defence.
Meanwhile, Tottenham are already planning for the Belgians exit.
The Sun also claim Spurs are lining up a £45m swoop for Ajaxs teen sensation Matthijs de Ligt as a long-term replacement for Alderweireld.
The 18-year-old Dutchman has already made over 50 league appearances for Ajax and has claimed five senior Netherlands caps.
Arsenal and Barcelona scouts have both watched De Ligt in action in recent months.
It is claimed Barcas interest has cooled and while the Gunners remain keen, it appears their north London rivals are the front-runners to land the youngster, who saw team-mate Davinson Sanchez leave Ajax for Tottenham for £42m last summer.
