Wenger, 68, has announced he will say 'au revoir' to the Gunners at the end of the season after almost 22 years in charge of the Premier League club.
Former Liverpool boss Rodgers is another of the names linked with the role, and Celtics majority shareholder Dermot Desmond says he would allow the Northern Irishman to speak with the Premier League club if he were approached.
"Absolutely – I don't think you can put handcuffs on anybody if they want to go to a club as good as Arsenal,” the Hoops chief told Sky Sports News.
"It will be Brendan's decision and Brendan's decision only."
