Mauricio Pellegrino revealed on Thursday he plans to use the money to bring in two or three new players.
And the Saints boss is said to have his sights on Sturridge and Walcott.
According to the Daily Telegraph, Pellegrino is eager to take Liverpool striker Sturridge on loan for the remainder of the season.
The 28-year-old has struggled with injuries in recent years and has played just 14 times in all competitions this term.
But Southampton are ready to make a move for the England man and believe a loan deal could benefit all parties, with Sturridge not guaranteed to platy at Liverpool when he is fit due to the form of Mo Salah, Roberto Firmino and Sadio Mane.
The Saints are also reportedly keen to re-sign Theo Walcott.
Walcott, 28, came through the club's academy and was their youngest ever player before leaving to join Arsenal in 2006.
With the winger struggling for game time at the Emirates, the Daily Mirror reports that Southampton have approached Arsenal about his availability and are ready to thrash out a loan or permanent transfer.
