The German centre-back limped off in the Gunners’ defeat to Manchester United, while Ramsey was forced off with a hamstring problem in the draw against Southampton at the weekend.
Wenger had originally targeted the West Ham match as Mustafi’s return date, though he is still not yet ready to return to first-team action despite stepping up his recovery.
Speaking at his pre-match press conference, the veteran manager confirmed: ‘Mustafi will not be back and we lost Ramsey against Southampton and he will not be available for tomorrow’s game.
‘Everybody else – barring any long-term injuries – looks available. We have tests this morning to see how they have recovered.’
Pressed further on the nature of the injuries, Wenger continued: ‘[Mustafi] is out in training, running, but not playing yet so the medical staff have decided he’s not completely ready.
‘Will he be ready for Newcastle [on Saturday]? Maybe yes.’
On Ramsey, he added: ‘It’s his hamstring. Normally a short period. Not a big one.’
Aside from Ramsey and Mustafi – and long-term absentees like Santi Cazorla – Wenger’s squad has a clean bill of health, though he refused to reveal if he would rotate his squad.
The Gunners are in the middle of a hectic fixture list that sees them play several midweek games – they face West Ham a second time in a week in the Carabao Cup – and Wenger will make a late call on whether to play his strongest XI.
